Insbesondere für Sparkassen und andere, relativ kleine regional operie-rende Kreditinstitute stellt der Zinsüberschuss die bei weitem wichtigste Ertragsquelle dar. Dieser bildet sich zum einen durch die am Markt erzielbare Zinsmarge sowie die Bereitschaft zur Fristentransformation, d.h. die Ausnutzung der zumeist positiven Differenz zwischen lang-fristigen Kredit- und kurzfristigen Einlagenzinssätzen. Weitgehend unklar und damit auch Gegenstand der Diskussion ist die faktische Gewichtung dieser beiden Komponenten. Insbeson-dere bei untypisch verlaufenden Zinsstrukturkurven und vor allem bei negativen Zinsniveaus stellt die Fristentransformation eine Strategie dar, die mit erheblichen Ertragsririsiken einher geht. Unsere Analyse versucht, den (historischen) quantitaiven Einfluß der Fristentransformation auf das Betriebsergebnis der Sparkassen abzuschätzen und für die nähere Zukunft zu prognostizieren. Unsere Resultate lassen erwarten, dass die bis dato positiven Ertragswirkungen der Fristentransformation deutlich zurückgehen werden.
It has been an age-old debate whether the financial structure matters for the real economy's efficiency and therefore for real outcomes. We suppose that varying socioeconomic conditions require appropriately designed corresponding financial sectors. For providing evidence, we firstly determine the specific (quantitative) size and corporate alignments of banking sectors across Europe, based on a sophisticated cluster analysis. Secondly, we develop a coherent system of geographic, social and economic parameters to identify structural patterns within the real economy's sector. In a conclusive synthesis, we link both analytical parts and draw tentative conclusions for possible future policy implications in Europe. ; Ob die Ausgestaltung des Finanzsektors eines Landes Auswirkungen auf die Effizienz der jeweiligen Realwirtschaft und damit Einfluss auf den realen Output nimmt, ist eine in der Literatur breit diskutierte Fragestellung. Das vorliegende Papier nähert sich der beschriebenen Thematik aus zwei Richtungen: Auf der einen Seite wird eine empirische Klassifikation unterschiedlicher Bankensysteme mittels Clusteranalyse vorgenommen. Auf der anderen Seite erfolgt eine Kategorisierung verschiedener sozioökonomischer Systeme. Eine sich daran anschließende Synthese stellt beides zueinander in Beziehung. Anhand ausgewählter Kriterien werden Aussagen über Interdependenzen und Kongruenz von Bankensystemen und Realwirtschaft getroffen, woraus sich mögliche Implikationen für ordnungspolitische Entscheidungen in der EU ergeben.

To counteract (alleged) stagnating lending and the consequential low investment activity across the European Union following the 2008 financial crisis, the European Commission developed the Capital Markets Union Action Plan in 2015. After a brief overview of the status quo of the banking sector and corporate financing in Germany, we sketch planned measures of the Capital Markets Union and possible impacts on the German Banking Sector. In addition, we highlight some possible alternatives. ; Um der in Folge der vergangenen Finanzkrise (vermeintlich) stagnierenden Kreditvergabe und damit verbundenen niedrigen Investitionstätigkeit in der Europäischen Union zu begegnen, legte die Europäische Kommission 2015 den Aktionsplan zur Schaffung einer Kapitalmarktunion vor. Nach einem kurzen Überblick über den Status Quo des Bankensektors und der Unternehmensfinanzierung in Deutschland, werden anhand der geplanten Maßnahmen im Rahmen der Einführung der Kapitalmarktunion ausgewählte Auswirkungen auf den deutschen Bankensektor skizziert und mögliche Alternativen aufgezeigt.

AbstractThis article serves as a response to the assessment methodology of the Basel Committee on Banking Supervision to identify systemically important banks. The official technique requires an extensive collection of bank data, which can hardly be accessed in full by the general public. By contrast, our article develops a practicable modification that utilises only readily available indicators and thus provides a helpful tool for banks' stakeholders and the public. For the period 2002–2011, we determine the domestic systemic importance of every licensed bank in Australia. Our quantitative results do not only uncover high levels of systemic impact of the four major banks, but their rising dominance during the Global Financial Crisis.

Summary
Although recent experiences made during the ongoing international financial crisis call for smaller entities in banking systems, consolidation still takes place in many industrialized economies. The often stretched argument that large banks are able to establish economies of scale as well as economies of scope, ignores at least the risks of financial intermediaries becoming 'too big to fail' or 'too interconnected to fail'. Our analysis presents reliable evidence that even the assumption that big banks are less inefficient than small ones is far away from being convincing. We apply a range of indicators to test for both performance and risk taking capability of banks in different financial systems. Our findings suggest empirical merits of diversified banking systems and higher systemic risk for financial industries dominated by global players.

Summary
Our paper addresses the economic concept of inflation, and how to measure inflation properly in practise. First of all we present and discuss comprehensively various definitions of inflation proposed and used in the literature. What follows, is a detailed investigation of empirical proxies or indices to cover inflation quantitatively. We focus on the Consumer Price Index (CPI) in general and for Germany in particular, the Harmonized Consumer Price Index (HCPI), the Core Inflation and the GDP-Deflator. The paper concludes with an analysis of the method of measuring inflation applied within the scope of the ECB Governing Council's monetary strategy.

Wettbewerbsordnung und Wettbewerbspolitik sind ein zentrales Thema der Sozialen Marktwirtschaft. Die Entnationalisierung der traditionellen Arbeitsteilung und der Trend zur quasi weltweit organisierbaren Produktion haben heute jedoch dazu geführt, dass Wettbewerbspolitik vielfach Standortpolitik meint. Die Diskussion um ordnungspolitische Leitbilder und Wettbewerbspolitik lässt sich am Beispiel der Elektrizitätsversorgung exemplifizieren. Zusammenfassend lassen sich vier Thesen formulieren: (1) Der Globalisierungsprozess muss aktiv gestaltet werden. (2) Es fehlt an einer schlüssigen Antwort auf die Leitbildfrage. (3) Wie das Beispiel der leitungsgebundenen Energieversorgung zeigt, gibt es keinen Grund für eine Deregulierungseuphorie. (4) Es bedarf eines quantifizierbaren Marktergebniskriteriums, um Abweichungen von der Norm zu erkennen. (ICE2)
